Synopsis
In the towers of the “Dry Hills” neighborhood, a highly unusual drug trade has taken root. The inexpensive drug sold there has the addictive power of crack, but is new to the area. The police are unable to arrest the traffickers. The residents are forced to cohabit painfully with the squatting drug addicts.
All this chaos has to stop.
